Emergency personnel are monitoring Rockfish Creek near Hope Mills after reports of water flowing over a dam upstream in Hoke County.Initial reports just after 10 p.m. were that the Hoke dam had failed, which would send a cascade of floodwaters downstream through areas of Hope Mills where neighborhoods flooded during Hurricane Matthew.
