Cumberland County commissioners approved an agreement Monday that is expected to clear the way for Fayetteville to spend more than $15 million on projects related to Hurricane Matthew recovery efforts.The Community Development Block Grant funding comes through a federal program in the Department of Housing and Urban Development.
