Subpoenas issued to officials close to acting Chief of Staff Mick Mulvaney and top officials at the Office of Management and Budget he previously led could turn into a loyalty test for Mulvaney at a tenuous time in his White House role. Unlike officials in the national security and State Department apparatus who have lined up to testify about Trump’s demands for a Ukrainian investigation into his political rivals in exchange for military aid, these aides linked to Mulvaney are expected to defy congressional subpoenas and instead abide by the White House stance that the impeachment is a sham no one should participate in. Their stance could serve as proof of their own loyalty, bolstering Mulvaney’s standing and providing an important firewall for Trump.
