Time for large-scale Syria prisoner swaps, U.N. envoy says ahead of new talks
The Syrian government and opposition should move forward on large-scale prisoner exchanges to build confidence ahead of the their first talks next month in more than a year, the United Nations special envoy for Syria said on Friday.
