Snell to have elbow surgery; Rays target Sept.

The Rays hope pitcher Blake Snell, who is 6-7 with a 4.28 ERA and 136 strikeouts in 101 innings, will return from elbow surgery in September as the team is in the thick of the AL wild-card hunt.
