Agency vacancies stymie work and neglect federal employees
The Merit Systems Protection Board (MSPB) and the Federal Labor Relations Authority (FLRA) are largely dysfunctional because of vacant politically appointed positions. The work of the agencies is blocked and it is federal employees who suffer.
