LUMBERTON — Speed and weather were factors in a fatal crash that happened Saturday on Interstate 95 near St. Pauls, the Highway Patrol said.The wreck happened at 6:13 p.m. in the southbound lanes between St. Pauls and the Cumberland County line, according to a report filed by Trooper Adam Smith.William G.
