RALEIGH — Federal prosecutors have charged five foreign nationals with multiple crimes stemming from a bribery and kickback scheme, and a murder-for-hire plot.U.S. Attorney Robert Higdon Jr. said in a news release Wednesday 57-year-old Leonid Teyf is charged with bribing a public official and planning a murder-for-hire, among other charges.
