Barnier insists on 'all-weather' Irish backstop
A “backstop” arrangement for avoiding a hard border on the island of Ireland whatever happens after Brexit is a condition for any EU withdrawal agreement with Britain, EU negotiator Michel Barnier said on Tuesday.
