BURLINGTON — An arrest has been made more than two weeks after the hit-and-run death of a 76-year-old North Carolina man.Citing a Burlington police release, news outlets report 40-year-old Johnny Ray Sowell was arrested Tuesday in the June 26 death of James Basili Hhando.
