A three-person panel on Monday will consider an accusation that state Sen. Ben Clark has moved out of state Senate District 21 and thus is ineligible to run for re-election.Clark has repeatedly said the accusation is bogus.Senate District 21 covers all of Hoke County and the northwest corner of Cumberland County, including Spring Lake and Fort Bragg.Clark faces Spring Lake physician Naveed Aziz are in the Democratic primary.
